The agency has developed a framework agreement in order to transform, in a crisis, crude oil into finished oil products, the Crude Against Product Agreement (CAPA).
The basic principles of this CAPA are the following:
A double contract for the sales of crude oil by ASEVA to a refinery (group) and the sales of finished product by this same refinery group to ASEVA, whereby the refinery (group) picks up the crude oil at the location where APETRA stores within a fixed timeframe and delivers the finished oil products in storage facilities in Belgium of its vicinity. A same pricing period for both the sales of crude oil as of the finished product the economically most interesting offer for ASEVA gets awarded the individual contract.
